Project Funding Provided Through the American Recovery and Reinvestment Act

(July 15, 2009) – The Maryland Department of Transportation’s State Highway Administration (SHA) is beginning a new project to resurface three miles along northbound and southbound I-83 (Baltimore-Harrisburg Expressway) between south of Downes Road and the Pennsylvania State Line.   This project is funded through the American Recovery and Reinvestment Act (ARRA) of 2009, also known as the federal economic stimulus plan.

SHA awarded the $3.9 contract to P. Flanigan and Sons, Inc. of Baltimore.  The project will repair and resurface three miles of northbound and southbound I-83 between south of Downes Road and the Pennsylvania State Line.  The project also includes resurfacing two interchange ramps at Exit 37 (Freeland Road), four ramps at Exit 36 (MD 439/Old York Road), four ramps at Exit 33 (MD 45/York Road), one ramp at Exit 31 (Middletown Road), and four ramps at Exit 27 (MD 137/Mt. Carmel Road).

Motorists should expect that periodic lane closures along northbound and southbound I-83 may occur at any time between 9 a.m. and 3 p.m. Monday – Friday for mainline paving work, and between 7 p.m. and 5 a.m. Sunday – Thursday for ramp and mainline paving work.  SHA and the contractor may temporarily close an interchange ramp overnight and divert motorists to a temporary detour route.  Motorists should plan on additional drive time along this northern section of I-83.

This project is made possible through Governor Martin O’Malley’s aggressive management of the requirements of the American Recovery and Reinvestment Act, bringing critically-needed transportation investments to Maryland.  Projects such as these are stimulating Maryland’s economy by supporting hundreds of jobs.  Follow the delivery of these projects at www.recovery.maryland.gov, which tracks every category of ARRA spending and provides contract-level details to the public in an effort to achieve new levels of government transparency and efficiency.

Those with questions or comments about improvements along I-83 or other State-numbered routes in Baltimore County may contact SHA’s District 4 Office at 1-866-998-0367 or 410-229-2420.

SHA encourages all motorists to drive responsibly and “Think Orange” while driving through highway work zones by driving the speed limit and remaining alert at all times.  Learn more about work zone safety and the Choose Safety for Life campaign at www.choosesafetyforlife.com.
