In response to the State of Maryland’s current “Elevated Level II” Pandemic Flu status, the Maryland Department of Transportation State Highway Administration (MDOT SHA) Plan Review Division (PRD) will be temporarily transitioning to electronic only submissions effective Friday, March 13th, 2020.
Please email electronic submissions to PRD Team Leader Tesfa Bogale (TBogale@mdot.maryland.gov), the Team Leader managing the review of that project if you know it, PRD Assistant Division Chief (ADC) Zhihua Kuang (mZKuang@mdot.maryland.gov), and PRD Division Chief (DC) Matthew Keenan (Mkeenan@mdot.maryland.gov). If you do not receive a notice that your submission has been received and is administratively complete within two business days of your electronic submittal, please send a follow up email to the previously listed staff. Hard copy submissions will not be accepted at the MDOT SHA PRD offices.
Additionally, PRD will have a very limited in-office staff presence. Please direct any PRD questions or concerns to the PRD Team Leader for that project, PRD ADC Zhihua Kuang, and/or PRD DC Matthew Keenan via email. Please do not visit the PRD offices.
