About the CHART Program
Coordinated Highways Action Response Team (CHART)
Coordinated Highways Action Response Team (CHART) began in the mid-1980s as the “Reach the Beach”
                initiative, focused on improving travel to and from Maryland’s Eastern Shore. Since that time, CHART has become
                a statewide, multidisciplinary program responsible for providing traffic monitoring, 24x7 traffic management,
                traveler information (MD 511) services, and incident response and management services.
 
CHART is responsible for real-time operations, emergency operations, and special events. The Statewide
                Operations Center (SOC) serves as the hub for CHART operations and is supported by three Traffic Operations
                Centers (TOCs) spread across the State. The important work CHART personnel do on 2,000 lane miles of Maryland
                highways saves customer lives, time, and money.
