(January 5, 2011) – The Maryland Department of Transportation’s State Highway Administration (SHA) today announced the appointment of Cheryl Hill as the Deputy Administrator for Administration.  Ms. Hill will provide strategic leadership for the major non-engineering functions of the agency including equal opportunity, minority business enterprise, IT, procurement and contract management, human resources and facility management. She most recently served as a Special Assistant to the Secretary of the Maryland Department of Transportation. 
 

“Cheryl has the extensive management and leadership experience that makes her well qualified for the position of Deputy Administrator,” said Transportation Secretary Beverley K. Swaim-Staley.  “She will be a tremendous asset for SHA as we continue our drive to deliver quality service to our customers throughout the State.”

During her tenure as a Special Assistant to the Secretary, Ms. Hill spent the past 10 months assigned to SHA where she worked with management on process improvements and automation of administrative functions.  As an attorney, she came to MDOT with an accomplished legal background that includes the management of a number of large, complex legal cases including litigation involving the Holocaust, the Exxon Valdez oil spill and the Three Mile Island nuclear accident.  She also has an extensive background in arbitration and has taught law, community legal education courses and workshops on civil law, comparitive legal systems, and the American legal system to judges, lawyers and law students.  In addition, she serves on several boards of directors for international and national non-profit organizations and has served in a leadership capacity on various committees related to law, international justice and human rights.

Ms. Hill received her undergraduate degree (B.A.) in Political Science with a minor in Business Administration from Boston University and her Juris Doctor degree (J.D.) from the State University of New York at Buffalo.
