The Deputy Chief Engineer provides executive oversight to the Maryland Department of Transportation State Highway Administration (SHA) Capital Program Delivery and Construction Program, including strategic direction, fiscal and programmatic approval and policy development for the Office of Program and Alternative Delivery and the Office of Construction. Collectively, these offices manage development and delivery of projects, ensure construction projects are on time and on budget, and identify and develop alternative delivery projects across the organization. The Deputy Chief Engineer manages the Capital Program budget for both alternative and traditional construction delivery. Additionally, this position has indirect oversight of SHA district Construction and Project Development teams to ensure program delivery and construction are meeting the agency target.

Sushmita Mitra has worked in Maryland’s transportation engineering and construction industry in both the private and public sector for nearly 20 years. Prior to her return to SHA in 2024, she served in leadership roles at the Maryland Transportation Authority as Deputy Director and Director in the Office of Engineering and Construction.​
