MDOT State Highway Administration - Office of the Administrator

Administrator William Pines​ ​​William Pines is the Administrator of the the Maryland Department of Transportation State Highway Administration ​​(MDOT SHA).

The mission of the Office of the Administrator is to lead and manage MDOT SHA.​

MDOT SHA is responsible for construction, operations and maintenance of Maryland's State highway system.

The Administrator's Office consists of the administrator and support staff. MDOT SHA's management areas are divided among these Deputy Administrators:

  • Deputy Administrator/Chief Engineer for Project Development
  • Deputy Administrator for Hanover Operations
  • Deputy Administrator for District Operations
  • Deputy Administrator for Administration

The administrator and the senior management team manage the entire agency - its people, its products, and its performance. The Administrator's Office also serves as the primary contact for the Secretary of Transportation and elected officials on highway-related matters.

MDOT SHA has 3,000 employees located at facilities across Maryland. These include the headquarters complex in Baltimore City, the Hanover complex in Anne Arundel County, seven district offices, and 28 maintenance shops.
