Work Requires Overnight Multiple-Lane Closures North of Dower House Road

(April 13, 2026) – The Maryland Department of Transportation State Highway Administration will shift a section of MD 4 (Pennsylvania Avenue) near Dower House Road and reduce the number of through lanes from three to two for approximately 2,500 feet near the intersection beginning April 16. This is necessary to construct the connection to the future temporary roadway in advance of a large traffic switch later this summer. This new traffic pattern will be in effect until the larger traffic switch.

Drivers can expect single- and double-lane closures from 8 p.m. until 5 a.m. Friday, April 17. The traffic switch will occur at night beginning at 8 p.m. The work is weather permitting.

The State Highway Administration will use the VMS board to let the traveling public know there is a change and there will be barrier walls in place. Motorists should plan extra driving time during the temporary overnight closure and detour. Additional information about the project is available here

The State Highway Administration is Serious About Safety. Pedestrians and motorists are urged to remain alert and avoid distractions when traveling through the work zone. Motorists should obey all posted speed limits. Motorists can dial #77 on their mobile devices for roadside assistance.
