Community Invited to Learn More About the Project and Provide Feedback
(April 1, 2026) – The Maryland Department of Transportation State Highway Administration (SHA) will host a public open house, 5-7 p.m. Thursday, April 9, at New Windsor Fire Hall, 101 High Street, New Windsor, to present design details and gather feedback for the MD 31 (High Street/Main Street/New Windsor Road) sidewalk improvement project in the New Windsor area of Carroll County.
The purpose of the project is to improve pedestrian connectivity and accessibility along MD 31 from the intersection of Lambert Avenue to east of Church Street. The project is fully funded for design and construction. The design phase is expected to reach 100% completion by the end of this year, and construction is anticipated to begin in spring 2027. The public open house is an opportunity for residents and commuters to learn more about the project and view the design details. Attendees may arrive any time during the open house to view maps and displays, speak with SHA representatives and provide feedback. There will be no formal presentation. Project materials will also be available online after the open house on the
Project Portal page.
