​Project Enhances Safety and Improves Roadway Conditions in Upperco 

(March 31, 2026) – The Maryland Department of Transportation State Highway Administration is beginning construction on a $1.1 million project to improve motorist safety and highway drainage at the intersection of MD 30 (Hanover Pike) and Bortner Road / Dover Road in the Upperco area of Baltimore County.

The project is expected to be completed by the end of 2026, weather permitting, and includes:

  • full-depth patching, milling, leveling and resurfacing of asphalt pavement;
  • installing new signage and pavement markings;
  • replacing the hazard identification beacon (yellow flashing signal)​;
  • upgrading the existing culvert and drainage outfalls; and
  • constructing new curb and gutter.

Contractor Francis O. Day Company Inc., of Rockville, will perform the work. To ensure worker and traveler safety, there will be temporary daytime and overnight lane closures on MD 30, Bortner Road and Dover Road while crews are working at the intersection.

Motorists should expect daytime and nighttime single-lane closures with flagging operations at one or more sides of the intersections throughout the construction. Temporary overnight closures and detours of Bortner Road and Dover Road at the intersection may be in effect at any time between 10 p.m. and 5 a.m. Sundays – Thursdays. The detour routes will be posted, and drivers are encouraged to plan for extra travel time when driving to and from the area.

The State Highway Administration appreciates customers’ patience during construction as we work to improve Maryland’s transportation system. Drivers are asked to stay alert and focused, and be aware of reduced speed limits and driving patterns. Slow down and move over in work zones. It’s the law.
