​Partnership to Bring Safety, Accessibility Improvements to Loch Raven Village 

The Maryland Department of Transportation State Highway Administration is beginning a project next week for roadway improvements along MD 542 (Loch Raven Boulevard) from south of Taylor Avenue to East Joppa Road in the Parkville area of Baltimore County. The project is being coordinated with a Baltimore County water main replacement project and is expected to be complete in 2027, weather permitting.

The 1.3-mile project includes:

  • ​upgrading existing traffic signals and intersection lighting;
  • installing American with Disabilities Act-compliant pedestrian signals, sidewalks and crosswalk ramps;
  • replacing or upgrading existing drainage structures;
  • coordinating with the Baltimore County Department of Public Works and Transportation to replace an existing county water main and
  • resurfacing the roadway within the project limits.

The project will be completed in two stages and will require a series of travel lane and parking lane closures. Work will be performed weekdays during off-peak hours and overnights, though some Saturday work may be needed. No long-term detours will be required. During construction, existing pedestrian access along MD 542 will be maintained at all times.

Maryland Transit Administration bus stops for Local Bus #53 and #103 on MD 542 may be temporarily relocated during construction work. Maryland Transit Administration’s service alerts are available here

Pessoa Construction Inc. of Fairmount Heights, certified as a Minority Business Enterprise in Maryland, will perform the work. More information on the project is available here​.
