STATE HIGHWAY ADMINISTRATION STARTS PROJECT TO IMPROVE SAFETY AND OPERATIONS AT THREE INTERSECTIONS ON MD 26 (LIBERTY ROAD) IN BALTIMORE COUNTY

Project Focuses on Intersections with Milford Mill, Rolling and Old Court Roads 

(April 20, 2026) – The Maryland Department of Transportation State Highway Administration (SHA) is beginning construction this month on a $1.7 million project to improve three intersections along MD 26 (Liberty Road) between Milford Mill and Randallstown in Baltimore County. The focus of the project is to enhance safety and improve intersection capacity and traffic operations at the intersections of MD 26 with Milford Mill, Rolling and Old Court roads

The project will: 

  • remove portions of concrete medians at Old Court and at Milford Mill roads,
  • add through lanes on Old Court Road,
  • add a left-turn lane in both directions on Rolling Road, 
  • add a left-turn lane on southbound Milford Mill Road,
  • replace or reconstruct traffic signals, 
  • replace or repair concrete storm drain inlets, 
  • reconstruct portions of concrete sidewalks and ramps to meet Americans with Disabilities Act (ADA) standards at intersections,
  • upgrade roadway signing and  
  • mill and resurface asphalt pavement, then install new pavement markings.

During construction, temporary overnight lane closures along MD 26 and on the Milford Mill Road, Rolling Road and Old Court Road approaches to MD 26 may be in effect at any time between 9 p.m. and 5 a.m. Sundays through Thursdays. Weather permitting, the project is anticipated to be complete in summer 2027. Contractor Gray and Son Inc. of Timonium will perform the work.

The State Highway Administration appreciates customers’ patience during construction as we work to improve Maryland’s transportation system. Drivers are asked to stay alert and focused and be aware of reduced speed limits and driving patterns. Slow down and move over in work zones. It’s the law.
