​Expect Weekday Lane Closures, Travel Delays through Late Fall 

(August 27, 2026) – The Maryland Department of Transportation State Highway Administration will upgrade two existing stormwater management facilities along MD 23 (East-West Highway) and along MD 924 in Harford County beginning as soon as Monday, August 31. The work will continue through late December, weather permitting.  

During the next four months, crews will work during daytime hours at two locations:  

Motorists should plan ahead for extra travel time along MD 23 and on MD 924. Crews may be in the work zones at any time with lane shifts or lane closures in effect between 9 a.m. and 3 p.m. Monday through Friday, with flagging operations when necessary during the day. In case of inclement weather, construction work will continue on the next possible weekday. The contractor for the $358,000 work at the two locations is DSM Contracting of Baltimore.
