Project Constructed Two New Bridge Structures
(September 4, 2025) – The Maryland Department of Transportation State Highway Administration recently completed work on the replacement of the
MD 91 (Emory Road) bridge over the north branch of the Patapsco River and the bridge over the Maryland Midland Railroad in Finksburg, Carroll County.
The $16.4 million project started in fall 2023 and included demolition of the original bridge spans built in 1967 and construction of two new structures. The project required a road closure and detour from April 2024 to December 2024. Construction was completed one month ahead of schedule.

“We appreciate the community’s patience during the construction of these two critical bridge structures,” said State Highway Administrator William Pines. “This project provides a safer and smoother ride for the thousands of motorists who travel this route every day, serving an essential highway connection that supports economic development and growth in Carroll County.”
The new steel bridge over the railroad and the new concrete bridge over the Patapsco River feature two 12-foot lanes and two eight-foot shoulders. The project also included stormwater management improvements in the area.
