​New Sidewalks and Pedestrian Bridge over Big Elk Creek; Will Connect Elkton Community with Meadow Park 

(October 23, 2023) – The Maryland State Highway Administration has started a project to improve pedestrian safety and access along MD 7 (Delaware Avenue) between MD 281 (Main Street) and Meadow Park in Elkton, Cecil County.

Improvements include reconstructing the sidewalk along MD 7 from Main Street to Howard Street to achieve Americans with Disability Act (ADA) compliance, as well as constructing a new ADA-compliant sidewalk from Howard Street to Big Elk Creek. The $2.8 million project also features paving, adding crosswalks and constructing a new 10-foot-wide, 120-foot-long pedestrian bridge over Big Elk Creek. The project is expected to be complete in spring 2025, weather permitting.

Motorists and pedestrians can expect single-lane closures with flagging on MD 7 from 7 a.m. to 5 p.m. weekdays. Additionally, MD 7 may experience a temporary closure and detour to facilitate the delivery, preparation and installation of the prefabricated pedestrian bridge. Work may require closures during off-peak nights and weekends, as necessary.

State Highway Administration contractor Kinsley Construction, of York, Pa., is performing the work. The department is aware that temporary lane closures and detours are inconvenient but are necessary to maintain a world-class transportation system.
