Highway Needs Inventory
The Highway Needs Inventory (HNI) is a long-term, financially unconstrained technical reference and planning document that identifies highway improvements to serve existing and projected population and economic activity in the state. Development of the HNI is required under Transportation Article 8 of the Annotated Code of Maryland. The HNI serves as the Maryland Department of Transportation State Highway Administration (MDOT SHA) long-range, financially-unconstrained planning document and as a source of candidate projects for MDOT’s Consolidated Transportation Program (CTP). The Regional and Intermodal Planning Division (RIPD) works with counties and other MDOT SHA offices and districts to update the HNI triennially.
