What is the Maryland Department of Transportation State Highway Administration (SHA) Project Portal? 

The SHA Project Portal is an online resource that allows customers to obtain information about transportation projects across Maryland. You can search for projects by county, view project locations on an interactive map and learn about SHA projects that are in planning, design or construction.

What is the difference between a major project and a minor project? 

Projects are categorized as Major Projects or Minor Projects based on how they are identified in the Maryland Department of Transportation's Consolidated Transportation Program (CTP), the State's six-year capital budget for transportation projects. A major project is a new, expanded or significantly improved facility that involves planning, design and construction that typically exceeds the cost of $10 million dollars. 

A minor project, or system preservation project, is limited in scope and focused on the preservation or rehabilitation of an existing asset or facility. It typically costs less than $10 million dollars.

What do the project phases mean?

Planning:

Project planning includes the establishment of project goals, objectives, and feasibility supported by data-driven analysis while considering potential constraints and impacts to communities. In planning, environmental approval is achieved prior to further development of the project scope, cost, and schedule.​ 

Design: 

Project design includes advancing the planned concept to detailed plans, design specifications and safety requirements and refines the project scope based on technical review and stakeholder input. In design, the necessary right-of-way and utility needs are coordinated before the project is ready to advance to construction.  

Construction: 

Project construction includes the physical delivery of the project, turning the planned and design concept into built infrastructure that supports Maryland transportation needs.​ 

How often is project information updated?

Project information is updated as new information becomes available. Update frequency varies depending on the project phase and significant project milestones. For projects in the construction phase, updates are generally provided monthly on the project's page. Projects not in the construction phase typically provide quarterly updates on the project's page.

Why can’t I find every road project? 

The Project Portal highlights many SHA projects, but may not include every maintenance activity or emergency repair work. Additionally, some projects may not have enough information to necessitate a dedicated page. We encourage you to explore the interactive Project Portal map for a more comprehensive view.

Does the Project Portal include county or local government projects? 

No. The Project Portal primarily features projects managed by SHA. Projects managed by county or municipal governments may not be included.

Can project schedules change?

Yes. Project schedules are estimates and may change due to weather, utility coordination, funding, permitting, unforeseen site conditions or other factors.
