Construction Management at Risk Projects

Construction Management at Risk (CMAR) is an alternative project delivery method.

In CMAR bidding the Maryland Department of Transportation State Highway Administration (MDOT SHA) selects a contractor utilizing the Competitive Sealed Proposal process.

The CMAR contractor provides a range of preconstruction services to MDOT SHA during the design phase of a project. These services include constructability analysis, value engineering, scheduling, site assessments, and cost estimating.

During the construction phase, the CMAR contractor acts as a general contractor to deliver the project at a guaranteed maximum price.
