(March 30, 2011) -   The Maryland State Highway Administration (SHA) will soon begin a $5.6 million intersection improvement project at the MD 223 (Woodyard Road) intersection with   Rosaryville Road in Clinton.  Weather permitting, the project should be complete spring 2012.

SHA will improve the traffic flow on MD 223 for motorists, the surrounding Woodyard communities and visitors to the historic property, His Lordship’s Kindness.  Currently, the two-lane traffic pattern is extremely congested, particularly during the morning and evening rush hours.  To enhance safety and improve traffic flow, crews will reconstruct the existing three-way intersection of MD 223 and Rosaryville Road by shifting the intersection 200 feet southeast of its current location.

SHA will close a single lane on MD 223 Monday through Friday between 9 a.m. and 3 p.m., and overnight Sunday through Thursday between 9 p.m. and 5 a.m.  Work includes upgrading and relocating the existing three-legged intersection to a four-way, signalized intersection that will include:

• A new shared left/through/right lane along southbound Haislip Way;
• Separated right turn lanes from southbound MD 223 just past the intersection and along northbound MD 223 to Rosaryville Road, and
• A new double left turn lane from northbound MD 223. 

As part of the construction, the current entrance to the Woodyard Mews Community at Haislip Way will be closed and Haislip Way will become the fourth-leg of the new intersection. 

SHA will also replace the existing culvert over Piscataway Creek with a new single span bridge, which will be wider to accommodate the intersection improvements and reduce the potential for flooding.  New drainage pipes and inlets will be installed, along with a new storm water management pond west of Haislip Way. 
  

Additional work includes utility relocation, milling, grinding and resurfacing the existing roadway, installation of new pavement markings, and landscaping.

SHA awarded the contract to Rustler Construction, Inc.  Work crews will use flaggers, variable message signs, jersey barrier wall, drums, and arrow boards to guide motorists through the work zone.
