Upgrades Planned from Bellona Avenue to Baltimore City/County Line
(October 16, 2023) – The Maryland Department of Transportation State Highway Administration will host a virtual public meeting from 6:30 to 8 p.m. Wednesday, October 25, to share information and answer questions about the MD 139 (Charles Street) Roadway Improvement and Water Main Replacement Project along Charles Street from MD 134 (Bellona Avenue) in Baltimore County to the city/county line (see map).
The State Highway Administration, in collaboration with the Baltimore County Department of Public Works and Transportation, has completed design of the project, which will upgrade the roadway surface and replace 8,000 feet of water main along Charles Street. Key project details will be discussed, including location, scope, duration and ways to minimize traffic impact.

Construction of the $8 million project, including Baltimore County’s portion of the work, is scheduled to begin later this fall, and completion is estimated for fall 2026. A pedestrian-safe detour that will occur in two phases will be in place to maintain pedestrian access and safety during roadway construction and while sidewalks and pedestrian signals are being upgraded.
