Motorists Can Expect Overnight Single-lane and Double-lane Closures near Towson University
(December 8, 2025) – The Maryland Department of Transportation State Highway Administration and Baltimore County Department of Public Works will soon begin a joint project to replace the water line underneath MD 45 (York Road) and construct highway improvements along MD 45 (York Road) in Towson, Baltimore County as soon as Sunday, December 14. The project should be completed by late fall 2027, weather permitting.
The project limits are York Road, between the Towson Roundabout at Joppa Road and MD 146 (Dulaney Valley Road) and Newell Avenue (one block south of Burke Avenue/Towson Bypass). Contractor crews will begin waterline work at Newell Avenue near Towson University and proceed north toward the Towson Roundabout through 2026. The contractor for the York Road project is Pessoa Construction Company of Fairmount Heights, MD.
Motorists can expect overnight single-lane and double-lane closures on York Road Sundays through Thursdays at any time between 9 p.m. and 5 a.m. during the waterline work. There will be two lanes open on York Road at all times during this work. On-street parking may be temporarily restricted during construction.
Pedestrian access to all properties within the project limits will be always maintained during construction. An ADA-compliant pedestrian path will be provided during sidewalk reconstruction and curb ramp replacement at the signalized and unsignalized intersections along York Road.
The $9 million project on York Road is one of a series of joint State/County projects to replace County water lines and construct improvements on arterial highways in Baltimore County. Other joint projects underway include MD 139 (Charles Street) from Bellona Avenue (MD 134) to the Baltimore City line and MD 542 (Loch Raven Boulevard) from Joppa Road to Taylor Avenue.
Baltimore County is funding the York Road water line replacement work. The State Highway Administration is funding highway improvements including drainage system upgrades, upgrading sidewalk ramps to be compliant with Americans with Disabilities Act (ADA) requirements and reconstructing commercial business driveways within the project limits to be ADA-compliant. The State Highway Administration advises through travelers on York Road between I-695 and Baltimore City to plan for extra travel time in the work zone and to consider using the Towson Bypass as an alternate route.
