MD law effective today
(October 1, 2025) – A revision to Maryland law taking effect today, October 1, creates a new exception for hauling permits that provides agricultural product haulers the ability to move farm loaded products more efficiently. The revised permit is expected to increase compliance and strengthen safety standards, while enhancing a permitting process that is fair, efficient and aligned with the needs of industry and protecting the state’s transportation infrastructure.
The Maryland State Highway Administration proposed legislation to revise the state’s Exceptional Hauling Permit process during the 2025 Maryland General Assembly session. The bill was passed by the House and Senate and signed into law by Governor Wes Moore.
The Exceptional Hauling Permit will allow SHA to issue a permit for a combination of vehicles hauling farm products loaded in fields or from bulk liquid milk storage tanks. It also simplifies and modifies weight restrictions for permit holders. The revision also more closely aligns Maryland with weight allowances of neighboring states and retains provisions for permit suspension or revocation for noncompliance.
The hauling permit revision was supported by the Maryland Farm Bureau, the Maryland Department of Agriculture, the Association of Forest Industries Inc., the Delmarva Chicken Association, the Maryland Motor Truck Association, and others. The SHA appreciates the partnership and support of the agricultural community.
Agricultural hauling permits are issued for either 30-day or one-year periods and require a fee or $30 per month or $250 annually.
