​New Sidewalk Construction Includes Drainage Improvements, Upgraded Intersection Signals, Pavement Markings and Signage 

(August 12, 2025) – The Maryland Department of Transportation State Highway Administration is beginning work on $6.8 million pedestrian safety and infrastructure enhancements along MD 173 (Fort Smallwood Road) in Anne Arundel County. The 0.7-mile project extends from Duvall Highway to Kenton Road. The project is anticipated to be completed in fall 2026, weather permitting.  

The MD 173 Safety Improvement Project is designed to provide pedestrian and operational safety enhancements benefiting all roadway users, and includes: 

  • Construction of five-foot-wide sidewalks compliant with the Americans with Disabilities Act (ADA) along southbound MD 173 from Kenton Road to Duvall Highway;  
  • Reconstruction of traffic signals at the Duvall Highway, Elizabeths Landing Way and Appian Way intersections with ADA-compliant ramps, accessible pedestrian and countdown pedestrian signals, upgraded continental crosswalks and video detection cameras to manage traffic flow;  
  • Reconstruction of an upgraded county underground waterline along southbound MD 173;  
  • Upgraded storm water management facilities and roadway asphalt resurfacing and  
  • Installation of upgraded school zone beacons in each direction along MD 173 in the vicinity of Sunset Elementary School to bring awareness to the posted 35 mph speed limit.

The initial phase of construction includes waterline reconstruction along southbound MD 173. The State Highway Administration and its contractor will shift traffic to maintain two lanes during this phase of work. Drivers should expect off-peak daytime and nighttime lane closures as needed. Work hours are subject to change.  

Project enhancements will benefit all travelers and residents along the MD 173 corridor by providing connections to community destinations such as schools, the local library, neighborhoods and businesses. Anne Arundel County contributed toward the MD 173 overall project cost. 

The contractor, Rustler Construction Inc. of Upper Marlboro, will use temporary traffic signs and barrels to guide pedestrians, cyclists and drivers through the work zone. Project updates will be available on the MD 173 project portal page

The MD 173 project supports the Maryland Department of Transportation’s Serious about Safety initiative​, an agency-wide effort focused on advocacy, education, project development and implementation to enhance safety for all roadway users.  

The State Highway Administration works hard to maintain safe traffic mobility in work zones for our crews as well as customers. Drivers are asked to stay alert, stay focused and be aware of reduced speed limits and changing driving patterns.
