SHA IMPROVES SAFETY AND PEDESTRIAN ACCESS AT BUSY CECIL COUNTY INTERSECTION

(August 25, 2015) – Reconstruction of the MD 213 (North Bridge Street) and MD 279 (Newark Avenue) intersection is underway as the Maryland Department of Transportation’s State Highway Administration (SHA) works to improve safety and pedestrian access at the busy Elkton intersection.

Enhancements include: new APS/CPS (audible/countdown) pedestrian signals, new pole-mounted LED traffic signals with video vehicle detection; new Americans with Disabilities (ADA)-compliant sidewalks, crosswalks and ramps with raised detectable warning surfaces; resurfacing and restriping; new signage; curb and gutter; drainage and landscaping.  When the project is complete summer 2016, pedestrians will have an ADA-compliant pathway that links all corners of the intersection.  Converting the existing wire span traffic signals to pole/mast arm units will also reduce overhead clutter and minimize potential distractions at the intersection.

Most of the work will take place during weekday evenings and overnight hours and crews may close one lane. Drivers should slow down, remain alert and follow signs through the work zone. SHA awarded a $920,000 construction contract to Daisy Concrete of Newport, Delaware. On average, more than 10,000 vehicles travel MD 213 and 13,000 vehicles travel MD 279 through this intersection each day.

In four out of five work zone-related crashes, it is the driver or passenger who is injured or killed. In 2014, nine people lost their lives in Maryland work zone crashes, including four highway workers.
