Work Begins May 1, One-Week Closure and Detour Planned June 23-29
(April 27, 2023) – The Maryland Department of Transportation State Highway Administration will begin work May 1 on a project to replace a pipe culvert carrying a branch of Big Elk Creek under
MD 316 (Appleton Road) just north of I-95 in Cecil County. The work includes replacement of the deteriorated crossroad pipe, new headwalls, stream realignment, tree planting and paving. The project is expected to be complete by early fall, weather permitting.
Drivers can expect occasional single-lane closures and flagging 9 a.m. to 7 p.m. Mondays through Fridays.

The project also will require a one-week closure of MD 316 at the work site, June 23-29, weather permitting, to facilitate safe excavation and installation of precast headwalls. During this period, detour signs will direct motorists around the work zone via MD 277 (Fletchwood Road) and MD 279 (Elkton Road). Crews will work 7 a.m. through midnight during the closure. Once the roadway is reopened, occasional single-lane closures and flagging will be needed again through early fall to complete the stream and tree planting work.
The State Highway Administration understands that roadwork and detours can be an inconvenience, but the work is necessary to preserve the state’s highway system.
