The Operations (OTMO) CHART Systems Division designs, builds, maintains and provides daily operational support of statewide traffic management and emergency operations systems. CHART systems have evolved into a focal point that identifies incidents, congestion, construction, road closures and other emergency conditions; and then directs resources from various agencies to respond to recurring and nonrecurring congestion and emergencies. It also manages traffic flow with traveler advisories and signal controls, and coordinates the cleanup and clearance of obstructions. These systems provide real-time traffic flow and road condition information to travelers and the media 7 day per week, 24 hours per day.
Services
Advanced Traffic Management System (ATMS)
The ATMS is used to identify and track traffic flow disruptions using Closed Circuit TV (CCTV), Traffic Sensor Systems (TSSs – microwave traffic flow detectors) and remote weather stations. The system enables personnel to
send responders to correct disruptions and to notify the public using Dynamic Messaging Signs (DMSs) and Highway Advisory Radio (HAR) devices. Notifications are sent to the media and feed data provided to the live traffic
web site (http://www.traffic.maryland.gov) and Maryland 511
Emergency Operations Reporting System (EORS)
- Storm Event Reporting – utilization of personnel, equipment, materials, and conditions for an event
- Snow Emergency Plans – declared and managed for MD counties
- Event Mapping – specify conditions of predefined roadway segments
- Route Restrictions – manage vehicle restriction information
- Post-storm Review and Archive
- Situational Awareness Reporting (SARS) – add event data at the district, EOC, CHART and PIO level
Lane Closure Permitting System (LCP)
- Permit Management – add, edit, update, approve and delete lane closure permits
- List Permits – list, activate and print permits
- Permit Workflow – manage workflow rules for permit states to determine permit approval types
- Permit Reports – generate PDF reports for active and approved permits
- Permit Mapping – geolocate a lane closure permit
- LCP Data Exporter Services – provides an interface for external applications to get LCP permit data
World Wide Web Presence / Integrated GIS Mapping
Traveler information from CHART systems is accessible to the public through the Maryland 511 website and the interactive GIS Mapping Application which displays traffic and road conditions, incidents, route restrictions,
and weather-related data.
