Why don’t I see the BDRP Step 2 or BDRP Step 3 online?
The BDRP Step 2 is emailed to BDRP Participants when the BDRP Step 1 is approved. Similarly, the BDRP Step 3 is emailed to participants when the BDRP Step 2 is approved.
How long does it take to get approval for each step?
Circumstances may delay the approval of a step. Rest assured that you will be notified of the delay and exactly what is needed to approve your respective Step.
Will the BDRP reimburse me for services, training, software, etc. that I purchased before I received the BDRP Step 2 Approval Letter?
No. BDRP will not reimburse you for any eligible services prior to the issuance of a BDRP Step 2 Approval Letter from the Maryland Department of Transportation State Highway Administration, Office of Equal Opportunity (MDOT SHA OEO).
Who do I contact if it’s been more than 60 days since I received my BDRP Step 3 Approval Letter and I still have not received reimbursement?

Vendors can register for GAD’s Online Service Center to view payment details online. Payment information is updated daily and available to view for 13 months. Once MDOT SHA enters the invoice in RSTARS, vendors can track their payments online (if the payment is entered under their TIN). Registration is by your Tax Identification Number (TIN).
