The primary function of the Office of Organizational Excellence (OOE) is optimization and modernization within the Maryland Department of Transportation State Highway Administration (MDOT SHA). It provides guidance to executive leadership and vision for strategic, agile and modern work processes, policies and organizational culture. OOE supports the administrator’s initiatives for modernization, organizational structure, internal culture, employee engagement and change management.
