​New System Allows Signal Timing Adjustments Based on Traffic Conditions 

(September 20, 2024) - The Maryland Department of Transportation State Highway Administration will begin overnight work Sunday, September 22, to improve traffic signals at intersections along 3.3 miles of MD 140 (Reisterstown Road), from I-695 (Baltimore Beltway) to Owings Mills Boulevard (MD 940).  

This work is part of the State Highway Administration’s statewide “Smart Signal” program which updates traffic signal systems along primary state highways. The goal of the Smart Signal initiative is to reduce congestion, mitigate delays and improve travel time and reliability. The new signal system uses enhanced vehicle detection and adaptive signal technology to monitor traffic conditions and adjust signal timing in real-time. 

Work will be performed during various periods continuing through spring 2026, weather permitting. All work will be performed overnight, 9 p.m.-5 a.m. Sundays through Thursdays. Motorists should expect temporary overnight lane closures along MD 140 in the vicinity of one or more intersections at a time within the project limits. There also may be occasional mid-day, two-hour lane closures near signalized intersections on weekdays. 

This project involves modifying signals at 16 locations along MD 140 in Baltimore County: 

  1. ​MD 140 at the I-695 Interchange, 
  2. MD 140 at Hooks Lane, 
  3. MD 140 at Woodholme Center Circle, 
  4. MD 140 at Mt. Wilson Lane/Grey Rock Road, 
  5. MD 140 at Avalon Way, 
  6. MD 140 at McDonogh Road/Cradock Lane, 
  7. MD 140 at Crossroads Drive/Village Queen Drive, 
  8. MD 140 at MD 130 (Greenspring Valley Road), 
  9. MD 140 at Valley Centre Entrance, 
  10. MD 140 at Walmart/Heritage Toyota entrances,  
  11. MD 140 at Home Depot/Garrison Forest School entrances, 
  12. MD 140 at St. Thomas Shopping Center, 
  13. MD 140 at Garrison View Road, 
  14. MD 140 at Painters Mill Road,  
  15. MD 140 at Rosewood Lane and 
  16. MD 140 at Owings Mills Boulevard (MD 940)/Garrison Forest Plaza.  

The project includes installation of accessible pedestrian signals, countdown pedestrian signals, video detection cameras, intersection lighting and signage. The State Highway Administration will also upgrade pedestrian crosswalks at each intersection.   

Contractor Traffic Signal Systems Inc., of Harmans, will use cones, barrels and temporary traffic signs where necessary to guide motorists through the work zones on MD 140.  

The State Highway Administration appreciates customers’ patience during construction as we work to improve Maryland’s transportation system. Drivers are asked to stay alert, stay focused and be aware of reduced speed limits and changing driving patterns in the work zone. Slow down and move over in work zones. It’s the law.
