MARK CRAMPTON BECOMES STATE HIGHWAY DISTRICT ENGINEER FOR CARROLL, FREDERICK AND HOWARD COUNTIES

(August 25, 2014) – The Maryland State Highway Administration (SHA) has a new District Engineer for District 7, which includes Carroll, Frederick and Howard counties. Mark Crampton is the new District Engineer, succeeding Dave Coyne, who is now SHA’s Deputy Administrator and Chief Engineer for Operations.

“I hope to be able to continue Dave’s strong leadership of SHA operations in Carroll, Frederick and Howard counties and look forward to working more closely with the community in this new role,” Mark Crampton said. “The District 7 employees are a talented and dedicated team that places customer service and safety as top priorities.”

Mark was formerly District 7’s Assistant District Engineer for Project Development, responsible for overseeing the development of system preservation projects and utility coordination and inspection for all District 7 projects.  He has been with SHA since 1987 and previously worked in SHA’s Office of Highway Development before moving into the District 7 Assistant District Engineer position in 2002.

Mark has a Bachelors Degree in Civil Engineering Technology from Old Dominion University. He and his wife Kim live in Carroll County with their two children.

As District Engineer, he is the senior manager of the district and is responsible for overseeing all aspects of district operations including construction, maintenance, traffic engineering, project development and administration. District 7 is based in Frederick and employs more than 200 people.

Dave Coyne had led the district since July 2005. In his new role as Deputy Administrator and Chief Engineer for Operations, Dave Coyne has joined the agency’s senior leadership team at SHA headquarters in Baltimore and is responsible for emergency operations and planning, strategic planning, approving construction contracts, resolving contract claims and administering SHA’s Capital Program and System Preservation Program. He was appointed to the position upon the retirement of former Chief Engineer Greg Welker. Mark Crampton and Dave Coyne began their new positions on June 30.
