​Draft ADA Transition Plan and Survey Available for Review and Comment 

(November 12, 2025) The Maryland Department of Transportation State Highway Administration (SHA) will host two virtual public meetings this month to gather feedback on its Draft 2025 Americans with Disabilities Act (ADA) Transition Plan.

SHA’s Draft ADA Transition Plan outlines ongoing efforts to enhance accessibility on public rights-of-way owned and maintained by SHA. The document includes current policies, baseline findings, criteria and integration with transportation planning. It also highlights SHA’s use of technology-driven tools to track progress and prioritize future improvements, as well as the process for local officials, citizens, stakeholder groups and regional metropolitan planning organizations to provide feedback on priorities and needs. The public can review the Draft ADA Transition Plan here.

The two virtual meetings will be held via Microsoft Teams, allowing the public to learn more about the plan and share comments:

SHA is committed to ensuring all individuals, regardless of ability, have safe and reliable access to facilities along SHA roadways. SHA continuously works to evaluate and improve pedestrian accessibility across the state. 

The Americans with Disabilities Act of 1990 prohibits discrimination against individuals with disabilities in accessing public services and requires state and local governments to conduct self-evaluations and develop transition plans to address areas of non-compliance. SHA seeks to not only comply with but exceed ADA requirements.

About the ADA Transition Plan

The purpose of the ADA Transition Plan is to ensure SHA develops reasonable and accessible travel routes along state-maintained roads for all individuals, including those with disabilities. The Maryland Department of Transportation is Serious About Safety, pursuing a department-wide commitment to advance improvements and initiatives that drive safety goals and save lives. Through its Pedestrian Safety Action Plan​, the Vulnerable User Assessment and other initiatives, SHA has made a substantial and long-term commitment to enhance the accessibility of pedestrian facilities in support of MDOT’s Complete Streets policy. The Transition Plan outlines the current policies and programs aimed at improving overall accessibility. 

As described in this report, SHA’s Self-Evaluation and Transition Plan are living documents that will be updated. As such, this report has been prepared in a format to allow for the most up-to-date information to be available and to allow for reassessment of priorities and updates of project schedules using technology driven decision making tools. 

SHA continually analyzes data as updates occur or as new requests are received to ensure the greatest needs are addressed. The schedule of work is also continually updated as projects are programmed and funding is secured.
