The Maryland State Highway Administration (SHA) Pavement Management Guide was written to document the procedures followed by Pavement Management engineers and technicians of the Pavement and Geotechnical Division (PAGD) Pavement Management Team for pavement data processing and analysis to support SHA's System Preservation efforts.
