Welcome to the MDOT State Highway Administration (MDOT SHA) Contractors Information Center (CIC) Web Site. MDOT SHA advertises and awards construction and maintenance contracts for the state highway system. This web site is designed to provide contractors with information on highway construction projects, it is not to be used as a substitute for the current bidding process. IMPORTANT NEWS!

E-Bid Update (December 08, 2017): There are three situations when a bidder MUST re-attach ALL the attachment files when resubmitting a bid:

  • MDOT SHA postpones a proposal to a different letting date;
  • MDOT SHA postpones a proposal and then re-uploads the proposal to the same letting where it was originally uploaded; or
  • MDOT SHA withdraws a proposal and then reposts that proposal to the same letting where it was originally uploaded.
Re-attaching attachments means navigating to EVERY attachment location in the ".ebsx file" and re-selecting the attachment using the 'Browse' button, prior to re-submission.


E-Bid Update (August 29, 2017): For all highway improvement and highway maintenance projects advertised henceforth the Maryland Department of Transportation's State Highway Administration will accept only electronic bids. The bid needs to be submitted at https://www.bidx.com/maryland/main. Paper bids will not be accepted. Instructions on electronic bidding are available here.



Standard Specification for Construction and Materials

The 2017 Edition of the Standard Specification for Construction and Materials is now available. This edition is available exclusively in an online MediaWiki format, a physical copy is not available for sale. The Standard Specification and Supplemental documents may be found on the MDOT SHA web site under the Business Standards - Business Standards and Specifications section, or at the following link:

eMaryland Marketplace

Since August 4, 2015, MDOT SHA has been posting project links for eMaryland Marketplace (eMM) on the Contractors Information Center (CIC) project page. This option makes it easier for contractors to find the project information on eMM. As of March 15, 2016 MDOT SHA will not post the actual pre-bid documents for the advertisements, addenda and project quantities on the CIC. These documents along with the “qty.z” file will be found on eMM for each project link provided. The last addendum with revised quantities will have the all-inclusive list of items in the contract, if applicable.

All post-bid documents such as bid results, bid tabulations and final Plan purchasers’ list will continue to be posted on the CIC.

MDOT State Highway Administration has a new process for administering Construction Documents through eMaryland Marketplace (eMM).  Bidders must register, login, and verify amendments in order to receive a Contract Award. Registration is free and there is no cost for the Contract Documents.

Refer to the "Notice to the Contractor" in "Invitations for Bid Book" for additional instructions.

With the implementation of eMaryland Marketplace processes, please note that MDOT SHA’s Cashier’s Office at 211 East Madison Street will be CLOSED effective August 28, 2015. Bidders will no longer be required to purchase Contract Documents. All Contract Documents will be available on eMaryland Marketplace and can be downloaded at no cost.

The 2008 Standard Specification for Construction and Materials book, which was previously available for purchase at the Cashier’s Office, is no longer being sold. You may obtain an electronic version from the Standard Specification for Construction and Materials site.

 Q. Item #9013 - Bagged Pea Gravel. It appears that Item #9012 is a duplicate item (same quantity). Please clarify or should #9012 be eliminated?
 A. This contract uses Rapid Hardening Cementious Material, Class 2, Type 2, for many concrete repairs. The qualified products list for Rapid Hardening Cement can be found at: http://www.roads.maryland.gov/OMT/cm-rapid.pdf Some of these Rapid Hardening Cement products need an aggregate additive while others come already mixed. Both NO. 7 aggregate and pea gravel are acceptable aggregate additives for those Rapid Hardening Cements that require the aggregate additive. Item number 9012 is not a duplicate and should be included in the contract

 Q. Page 48 - concerning bonding seems to be contrary to the Proposal Form Packet in the Proposal. Particularly p. 325 and p. 326. Please advise.
 A. The Administration is only requiring a Performance Bond on this contract as stated in the Special Provisions (page 48). The Special Provisions supersedes the boiler plate in the Proposal Form Packet (pages 325/326)T

 Q. Item #4035 - Portable Concrete Mixer. I suspect that the quantity of "80" hours is a typographical error as historically the quantity for this item has been 3000 hours. Left as is the current quantity is severely understated and will result in an unbalanced bid?
 A. See Addendum No. 1 correcting the quantity of this item.
