The Maryland State Highway Administration does not pre-qualify contractors, nor do we maintain a Bidder’s List
Bids for $100,000.00 or more must be accompanied with a bid security of 5% of the total bid amount. This can be in the form of a Bid Bond, Certified Check, Cashier’s Check or Cash. If your firm is the low bidder, Performance and Payment Bonds of 100% of the bid amount are required in order to execute the contract.
A "Bid Board" is located at SHA’s Cashier’s Office, 211 E. Madison Street, Baltimore, MD 21202, 410-545-8489 or 1-877-SHA-CASH (1-877-742-2274), on which are Advertisement Notices for all Construction, Maintenance and Service contracts expected to cost between $2,500.00 and $7,500.00.
Contact the Cashier’s Office mentioned above, to purchase an Invitation for Bids package for an advertised project or to obtain a copy of the Planholders List.
The 2008 Standard Specifications for Construction & Materials, which includes a CD, costs $30.00, plus $5.50 per copy for shipping & handling. To order this manual, please send a check payable to:
