I-495, I-270 Traffic Congestion Plan

Delivering on his commitment to provide innovative transportation solutions for Maryland, Governor Larry Hogan has announced the administration’s plans to add four new lanes to I-270, the Capital Beltway (I-495), and the Baltimore-Washington Parkway (MD 295). The $9 billion Traffic Relief Plan for these three major state highways will reduce congestion for millions of drivers and mark the beginning of a historic and transformative effort to significantly improve the traffic conditions on some of Maryland’s most traveled roads and highways for years to come.

As directed by the governor, the Maryland Department of Transportation (MDOT) has issued a Request for Information (RFI) for Congestion Relief Improvements for I-495 and I-270. The RFI is the first step in the process to bring accelerated project delivery – congestion relief sooner than traditional financing can provide; innovation – partnering with the best and brightest minds in the transportation industry; and capital – funds that can be used to bring statewide transportation benefits to Maryland.

MDOT is providing prior study information and data for private sector entities to review and determine feasibility of a public private partnership to provide long-term traffic congestion relief. MDOT provided a series of questions to gauge the interest and inform future steps such as Requests for Proposals. Respondents will have 90 days to submit questions and answers and officially reply to the RFI.
