Municipal Separate Storm Sewer System (MS4) Permit

The Maryland Department of Transportation State Highway Administration (MDOT SHA) received a NPDES MS4 permit (No. 11-DP-3313) from the Maryland Department of the Environment (MDE) on October 9, 2015 to control storm drain system pollutant discharges in MS4 designated areas (see map below).  Under the conditions of the permit, MDOT SHA is required to: possess the legal authority to control storm drain system pollutants; continue mapping its storm drain system; assess the effectiveness of certain restoration projects through chemical, physical and biological monitoring; and develop and implement comprehensive management programs for stormwater management, erosion and sediment control, illicit discharge detection and elimination, public education and outreach, and property management and maintenance. The permit also requires development of restoration practices to provide treatment to 20% of existing MDOT SHA impervious surfaces and the development of a coordinated implementation plan to address stormwater wasteload allocations (WLAs) established under US Environmental Protection Agency (EPA) approved total maximum daily loads (TMDLs).
