Construction Management at Risk (CMAR) is an alternative project delivery method in which a contractor is procured utilizing the Competitive Sealed Proposal process to provide a range of preconstruction services to MDOT SHA during the design phase of a project. These services may include, but are not limited to, constructability analysis, value engineering, scheduling, site assessments, and cost estimating. The contractor would act as a general contractor during the construction phase upon agreement with SHA to deliver the project at a guaranteed maximum price.
